Educators of Eastern Pennsylvania
Chapter 1.
NAME AND
PURPOSE
1.1 The name of this organization shall be Kodály Educators of
Eastern
Pennsylvania (KEEP), hereafter referred
to as the Organization.
1.2 The purpose of the Organization shall be to promote the Kodály
philosophy and method of
music education, and advance the interest of its members.
Chapter 2
MEMBERSHIP
2.1 Membership in the Organization is contingent
upon current membership in OAKE.
2.2 Membership, as provided in the by-laws,
shall be available to persons
actively engaged in the
profession of teaching music or in other music related activities or work, or
to persons interested in advancing the cause of music education. Applicants for
membership shall agree to subscribe to the purpose and objectives of the
Organization as prescribed in the Constitution and By-laws.
Chapter 3
OFFICERS
3.1
The
officers of the Organization shall be President, President-elect,
Secretary, and Treasurer
who, together, shall comprise the voting members of the Executive Board.
3.2 A vacancy in the office of President shall be filled by the
President-
elect. The officers of the Organization shall fill all other vacancies
on the Executive Board by selecting an active member of KEEP to fill the vacant
position until the next regularly scheduled election.
Chapter 4
EXECUTIVE
BOARD
4.1
The
Executive Board shall be comprised of the Organization’s officers
plus the Past President, the
Newsletter Editor, a Program Director, and others, as may from time to time be
appointed by the Executive Board.
4.2 Members of the Executive
Board shall be elected for a term of two years.
4.3 The Executive Board
shall meet at least once each year, at a time and place designated by the
President.

CHAPTER
AFFILIATION
5.1 This organization is a chapter of the Organization of American
Kodály
Educators (OAKE). The
Constitution and By-laws of the Organization shall be in compliance with the
OAKE Constitution and By-laws.
Chapter 6
NON-PROFIT
STATUS
6.1 This Organization is not organized for profit, and no part of its
earnings
shall inure to the benefit
of any private member or individual.
Chapter 7
AMENDMENTS
7.1 This constitution may be amended by a
two-thirds vote of the
Organization’s active
membership present at a meeting called for that purpose. Notice of such a
meeting shall be no less than 30 days. Said amendment shall be proposed with
the endorsement of the Executive Board or with the endorsement of 10% of the
active membership of the Organization.
Chapter 8
BY-LAWS
8.1
By-laws
not inconsistent with this Constitution may be adopted by a majority vote of
the Executive Board. The provisions of
any section of the By-laws may be suspended for a single meeting by a
two-thirds vote.
By-laws of the
Kodály Educators of Eastern Pennsylvania
Section 1-OBJECTIVES
The objectives of the Organization shall be:
a.
to
advocate for music education through the use of the Kodály Method;
b. to provide a forum for the
exchange of ideas relating to the Kodály concept and to foster cooperation
among all music educators; and
c. to adapt the Kodály concept
to the American musical heritage.
Section 2-MEMBERSHIP
a.
Membership
in KEEP is contingent upon current membership in OAKE.
Section 3- EXECUTIVE BOARD
The Executive Board shall have the following powers
and duties:
a.
to
establish Organization policies and perform other duties as may be required by
the Constitution and By-laws;
b.
to
appoint committees and define their functions, duties and power;
c.
to
budget and allocate Organization funds and to approve the expenditure of
Organization funds for purposes not expressly budgeted;
d.
to
set workshop fees;
e.
to
delegate such duties as it deems appropriate and to perform such duties and
exercise such powers which are not expressly or by implication provided for in
the Constitution and By-laws.
A majority of voting Board members shall constitute
a quorum of the Executive Board. The Past President shall vote in case of a tie.
Section 4- OFFICERS
The President shall have the following powers and
duties:
a.
to
serve as chairperson of the Executive Board;
b.
to
prepare an agenda for each meeting of the Executive Board;
c.
to
serve as, or appoint, a chapter
representative at OAKE national and divisional meetings;
d.
to
perform such other functions as may be approved by the Executive Board or which
are customarily assumed by the chief executive officer of an organization,
including the right to delegate duties to the officers;
e.
to
prepare an annual report of the Organization’s activities and
membership for submission to
the OAKE Eastern Division President;
f.
to
maintain a mailing/membership list for the Organization and correspond with
OAKE Administrative Director regarding membership concerns; and.
g.
to
send thank-you notes to all clinicians.
The President-elect shall have the following powers
and duties:
a.
to
perform the duties of the President in the absence of the President;
b.
to
prepare quarterly chapter reports for submission to the Envoy Editor and
Eastern Division Newsletter Editor.
c.
to
coordinate publicity to radio, TV, newspapers, universities and school
districts unless a separate individual has agreed to assume that
responsibility.
d.
to
perform such other duties as are delegated by the President
The Secretary shall have the following powers and
duties:
a.
to
record the minutes of all Executive Board and General Membership business
meetings;
b.
to
be custodian of the permanent records (Executive Board minutes) of the
Organization;
c.
to
perform such other duties as may be assigned by the Executive Board.
The Treasurer shall have the following powers and
duties:
a.
to
serve in the preparation of the Organization’s annual budget;
b.
to
receive all moneys of the Organization and to pay out the same upon order of
the Executive Board;
c.
to
report to the Executive Board all receipts and disbursements;
d.
to
perform such other duties as may be assigned by the Executive Board.
The following shall serve as ex-officio members of
the Executive Board:
a.
Past
President
·
shall
serve a two-year term immediately following the completion of his/her term of
office;
·
shall
be in charge of special projects assigned to him/her and act as an advisor to
the President and the Executive Board.
b.
Newsletter
Editor
·
shall
oversee the publication of the official Organization newsletter; shall attend
all meetings of the Executive Board.
c.
Program
Director
·
shall
coordinate the development of workshop programs;
·
shall
prepare a notice for each workshop sponsored by the Organization;
·
shall
send out contracts to workshop clinicians, follow up with a contract about a
month prior to a workshop, and make certain that copies of handouts are made;
·
shall
make arrangements for overnight lodging and travel arrangements of clinicians,
if needed;
·
shall
apply for grants;
·
shall
attend all meetings of the Executive Board.
d.
Publicity
Coordinator
·
shall
coordinate advertising to radio, television, newspapers, universities, and
school districts;
·
shall
attend all meetings of the Executive Board.
Section 5- GENERAL MEMBERSHIP
The general membership shall have the following
powers and duties:
a.
to
elect and recall the officers of the Organization;
b.
to
give direction to the Executive Board on
matters of Organization and member concern.
The election of officers shall take place in the
spring of even-numbered years.
A majority of active members present shall
constitute a quorum.
The recall of an officer shall require an affirmative
vote of two-thirds of the active members present.
Section 6- AUTHORITY
Robert’s’ “Rules of Order” (Revised Edition) shall
be the parliamentary authority for the Organization on all questions not
covered in the Constitution and By-laws and such standing rules as the
Executive Board may adopt.
Section 7- EXPENSES
The Organization shall not reimburse members for
their expenses incurred in Organization activities unless such reimbursement is
authorized by the Executive Board.
